Tattoo Shop Owner Faces Charges for Tattooing Minor Without Proper Verification

Penn Yan, NY – A local tattoo shop owner is under legal scrutiny after being accused of tattooing a minor without the necessary age verification.

The case emerged from a complaint lodged by Yates County Department of Social Services (DSS), which uncovered that a tattoo had been administered to a person under 18 years old. Richard E. Ingrahm Jr., 48, of Prattsburgh, has admitted to tattooing the juvenile on August 3, 2024, without verifying the individual’s age or checking identification.

Ingrahm voluntarily reported to the Penn Yan Police Department on September 1, 2024, where he was subsequently charged with unlawfully dealing with a child in the 2nd degree. He has been issued an appearance ticket to appear in Penn Yan Village Court.
