Gyeonggi’s Teen Tattoo Removal Program Draws Mixed Reactions Over Use of Public Funds

The Gyeonggi Provincial Government’s new initiative to assist teenagers in removing tattoos and scars has sparked a heated debate over the use of taxpayer money.

The program, which offers up to 2 million won (approximately $1,370) in financial support, targets financially disadvantaged residents of Gyeonggi aged 9 to 24. The aid is intended to cover the cost of tattoo removals as well as treatments for scars from self-harm or violence. In addition to the financial assistance, the program includes counseling services to support participants’ emotional and psychological well-being.

However, the initiative has drawn criticism online, with many questioning the justification for using public funds to finance tattoo removals, particularly for individuals who chose to get inked. “Why should taxpayers cover the cost of something people voluntarily chose to do?” one user posted on Bobae Dream, a popular online community, where the program was discussed. Another comment read, “People will just remove tattoos they don’t like and get new ones. I don’t want my tax money going toward tattoo removals for delinquents.”

Critics have also suggested that the funds could be better spent on more vulnerable groups, such as the elderly or children in need of support for their families.

On the other hand, proponents of the program argue that it offers young people a chance for a fresh start. “This is for those who regret their decisions and want to change their future,” one supporter commented.

Launched in 2022, the program successfully assisted 49 participants last year. The initiative mirrors a similar program introduced by the Seoul Metropolitan Government, which began in February. In partnership with the Catholic University of Korea’s Seoul St. Mary’s Hospital, the Seoul Support Center for Out-of-School Teens offered tattoo removal treatments to 12 teenagers, although the exact amount of financial support was not disclosed.
